There is little trust in public institutions, including all branches of the government, civil service and security forces. There is demonstration of rampant corruption and graft in high places. There are incompetency, nepotism and cronyism all over the place. There is misappropriation of public land. There are inefficiencies and duplications of services delivery. There is absence of ownership and accountability in government. There is lack of transparency in decision-making and fair play in public contracts management and procurement. Public corruption begets more corruption in all public and private businesses.
Under the prevailing state of affairs in Somalia, Mogadishu, in particular, nothing short of radical approach to remake Somalia could make any difference. All Somali leaders, administrators and International Partners are wasting time and resources to manage unmanageable system that needs to do away altogether.
A New Roadmap is urgently needed to address the vicious cycle this unfortunate country has been subjected to. Return to the fundamental and solemn documents most Somalis had agreed upon following the Civil War. Organization of direct popular elections with full supervision of international organizations is the best starting point to produce responsible and accountable authorities in this country.
